I don't see any major problem with this. It is not only programs that use up memory - the RAM is also used to cache frequently used files, etc., or if you are using ncsd, it will also be holding a user/dns cache. I really don't think you should have anything to worry about as Linux just tried to use as much memory as possible, with the attitude that since it's there, why not use it?
In addition, how many swap space I should reserve? 512MB (2 times of RAM size)?
For a start, with 256M of RAM you could probably do without a swap partition at all, although I'd probably want to put one in anyway. There is a school of thought that says you should never need a swap partition at all, but I think they're in the minority... I have 96M of RAM, and a swap partition of 128M. The swap partition usage rarely goes above 20M, and when it does, it's usually Netscape's fault. I think you would be fine with 128M swap of even less, unless you do a lot of graphics intensive tasks.
