If this file exists, sshd refuses to let anyone except root log in. The contents of the file are displayed to anyone trying to log in, and non-root connections are refused. The file should be world-readable.
But then you yourself can only connect as root, and I think it is considered better to log in as user, then su to root. I think it will also impede you from login locally, not only via ssh: cer@nimrodel:~> apropos nologin nologin (5) - prevent non-root users from logging into the system nologin (8) - politely refuse a login pam_nologin (8) - Prevent non-root users from login
