It's always better to install from scratch. In any upgrade of this kind it's a good idea to make backups; so since you're making the backups anyway you'd might as well install from scratch. (Of course, I'm a hypocrite as I don't make a lot of backups yet; but that's because I don't stand to loose any money from not doing so, and I don't value my time highly when it comes to fiddling with computers.)
