That's the 'isolate' unit that is invoked when you do 'init 2' That's the default. Modify as needed. We've established that you _can_ modify away from the defaults :-)

Level 2 does not exist, it is level 3 in fact. What I meant was that I was not sure if calling "init 2" would try to run "runlevel2.target" or not. Well, that doubt is cleared, it can. The remaining problem is that a distinct level 2, similar to the old level 2, does not exist. You have to take the work to define it yourself entirely.
