The laptop is Dell Vostro with Intel 5300AGN wireless chip. It is running oS v11.2.
My WiFi on my aging Dell 9400 laptop (Broadcom BCM4311 wifi chip) restores perfectly after resume running 11.3. Too Perfectly in fact. While connected to cat5, and/or having previously unchecked Enable Wireless in KNetworkManager, I find that it is re-enabled after every resume from suspend.
