Point of data: Mine is also 60, and this is on a new install (not upgrade) of 13.2. This install never made any pretense of being a server, it was a full kde install from the getgo.
I never said it needed to pretend being a server. Some people have just said that the default that is widely seen (that 60) is not very well suited for a desktop. Personally I will probably reduce it to 40-50 without much testing and leave it at that. If it ever becomes important again. They just said (I think it was an Ubuntu page) that the default of 60 causes unresponsiveness in programs while this is less important for a server. So if you want a responsive system, reduce the value. That page mentioned 10 as a better default for desktops. I don't know if other people or other writers or whatever agree with that. I just cited or stated that thing I had read. That's all. You can pretend to be a server now :).
