I think you are misunderstanding the issue. The openSUSE team can't be the problem solver for everything. Closing it as UPSTREAM indicates only that the solution has to come from the upstream developers. Closing a bug doesn't preclude further discussion. Closing with the UPSTREAM tag has been happening for as long as I can remember (and that 2009 or earlier).
That is bad practice. The bug should remain OPEN UPSTREAM and the maintainers should coordinate with upstream as has always been the policy in the past. Simply closing the bug and "hoping", "wishing", or "assuming" the reporter actually follows through and reports upstream is how issues fall through the cracks.
As far as I know, there isn't an "OPEN UPSTREAM" status available. Are you offering to rewrite the bugzilla software to provide such a status?
I don't know when this policy changed, but it needs to be re-thought. I have noticed a recent rash of closures (some for confirmed bugs that had not been addressed since 2010). I have also had recent bugs reported that were upstream issues where the maintainers followed the time-honored tradition here and coordinated with upstream until a resolution was secured.
That "recent rash of closures" was discussed in the factory mailing list. I think that was September, but it might have been August.
So when did the policy change? What is it now? If the bug affects upstream is it just going to be CLOSED UPSTREAM and the reporter (who may be filing his first bug), left on his own?
