Does it stay like that or after a few minutes does it work? If so (or even if not so, just in case), go to the KDE Control Centre and select "Sound System" from under "Sound and Multimedia" (that's KDE 3.1.4 - perhaps it is different in other versions). On the "aRTs" tab, there is an option "Autosuspend if idle for:" option. On my set up this was set to some high value. Change it to something lower (mine is 5 seconds).
