If you read the design on xfree86.org you will see that the new design addresses much more than DRI.

Yes, mine does. But it also depends on your card. I have a GeForce 256, and am using the NVidia drivers. Their is an overall improvement in performance. Will it improve netscape? No, netscape is a slow application and X will not help that.
