No, it is not, it was generated when you ran depmod on 9 November at 14:09.
That explains why you don't see any difference after running depmod.
The original modules.dep from kernel-default-2.6.8-24.3.i586.rpm has the size 281106 bytes and timestamp 2004-10-26 11:49:54.
To verify it, run the command "rpm -qlp --dump kernel-default-2.6.8-24.3.i586.rpm |grep modules.dep"
This is what I'm getting:
