This is certainly not default. Default is empty file (comments only); kernel sets NRPOC based on total amount of memory (on couple of systems here it is approximately 3800 processes per 1GiB). So either you or something else modified this file. This must have happened recently, immediately before your problems started. If you use btrfs you may check snapshots when exactly.
