Yes, 11.3 is factory at the moment. But for multimedia you need the packman/factory repo.
I used the vlc factory repo to install the libdvdcss, but the packman factory repo doesn't have w32codec-all. I put the 11.2 packman repo in yast and installed w32codec-all, then removed the 11.2 repo from the repositories list. Hi AFAIK w32codec-all isn't used anymore??
