I personally prefer Vi(m) or Webmaker for doing HTML 'properly'. If you want a more WYSIWYG approach, your best bets are probably StarOffice or Corel WordPerfect, although I can't vouch for either of them, since I've never produced HTML for them. I have a suspicion, though, that you're looking for something even more graphical than that... in which case your options are very limited.
