I think that one of the main reasons that linux is safer is simpley that so far it has not received as much attention as windoze. One other aspect is that microshaft release details of inadequacies before they are fixed.
It is more secure due to design and typical usage. Linux was built from bottom up with multi-users in mind, whereas Windows came from a single user, no network world. Also, Microsoft has done some incredibly stupid things, such as closely binding IE to the operating system, so that a bug in IE can kill the entire system.
