It should be booted after the network scripts. I would recommend you to copy the original sshd script including it's links. Just replace the call to the daemon.
I'm new to all this. I've got the US version so SSH wasn't included on my CD AFAIK. I downloaded and build from source. So I don't think I have the scripts.
I have to admit that I know only a little about the startup process.
It should not be necessary to build the package on your own. ftp://ftp.gwdg.de/ has a full mirror of SuSE Linux, including the crypto packages. Just download ssh.rpm from there.
