On 11.0 he needs to set the --keep-packages flag for each of the repositories he would like to cache the rpms for.
zypper mr -k <alias>
or
just edit the /etc/zypp/repos.d/* files and set 'keeppackages=1'. The rpms are cached under: /var/cache/zypp/packages/<repo name>. There is then a command to turn the cached rpms into a repository for use by other machines, but that is were the scope of my knowledge currently ends..... Only so much time in a day.......
