There's a chance that the session options in Configure Desktop are set to not confirm on logout. If ctrl-alt-delete and the Leave start menu options instantly log you out or whatever with no confirmation then check in Personal Settings->Advanced->Session Manager that 'Confirm logout' and 'Offer shutdown options' are checked.
Otherwise, it may be that you don't see how to get restart/shutdown options from the new leave popups:
