*Partial* answer: Yes its like that. When it shuts down some parts of it seem to hang around doing a clean-up or something, so that it can do a recovery, before it removes the lock-file. Trying to star again before the lock file is gone produces that error message. Or that's what It seems for me. If I wait a bit it seems that the FF shutdown "completes".
