At first I was not sure, but after investigation it seems it's the YaST2 interface based on Qt4. I was advised that this was pulled in with an update to KDE 4.3 from the 11.1 factory desktop repo.
I don't necessarily dislike it, I just have some issues with the colour scheme and the jumping of the right hand pane. These are signified by bugs #525288 and #532555

I've just been poking around in it to remove the close button from the dockwidget. The code is mostly KDE's systemsettings ("Configure Desktop" in the menu) , minus the KDE code and with icons beside rather than icons beneath. Run them side by side and you'll see the category header is the same.
I hope in the near future it will be possible again to have YaST functionality accessible in systemsettings itself.
