Thank you Carlos. That link started out looking very useful, and it did indeed open a form with many fields filled in. I verified it showed me as logged in, and filled in data to report the bug. Whenever I click on "Submit bug", the submission fails with a message saying

Bugzilla was unable to make any match at all for one or more of the names and/or email addresses you entered on the previous page.
Please go back and try other names or email addresses.

You can only delete it. It means that this person is no longer at suse, or he changed address, and the people at the OBS page did not update the information.
I noticed the package released an update today. However, the bug still exists and I still cannot get a bug opened.
