You were trying to install something you got somewere else, mistakenly.
I had no other source for this file. I had not even looked at other websites for mod_fastcgi for Suse 12.1
However, I clicked the 'One click install' button. I see the link you provided when I let my mouse hover over the 64 bit link, but letting my mouse hover over the one click install shows a different URL. - In retrospect, I probably ought to have clicked the 64 bit link instead of the one click install, but how or why using one click install button would result in failure, or the wrong file being used is a mystery to me.
