Well, not any random mirror, but a defined one. Organizations that use proxying need a defined mirror, not a random one. On the other hand, it is quite possible that in Africa picking a mirror in Europe will be slower than one in the continent. Just a guess. All that aside, if the mirror existed and worked and now it doesn't, it has a problem and the OP is interested in finding about it.
