It has been moved out of the "findutils" package into "findutils-locate"; findutils is still installed by default, -locate isn't. For most "consumer" users, this is probably OK -- the "updatedb" job is scheduled to run at some ungodly hour [ok, midnight...] and either (a) they don't expect home users to be on or leave their system on for this, or (b) if they are on at midnight, they'll probably be annoyed by the "sudden slowdown" as they run "find" against the entire drive to populate/update the locate database.
