Your IP address may change occasionally, but your host name shouldn't, unless you change your modem or router. The host name contains the MAC address for both devices.
So, I use an alias on the DNS server I use. The only ports I have open are ssh & imaps. Also, I don't know how much scanning they do on my tunneled IPv6 addresses (I've only got 2^72 of them).
Several years ago, someone from Rogers mentioned they generally don't go after people with servers, but retain the right to, for those who run popular public servers. I have had such notice and know a few others who have. Mine was for SMTP, other were for http, none of who said they had much traffic. I once worked in another part of Rogers and did ask they said yes it was policy and yes they did scan. Until about 5 years ago I ran a port watcher since my NATing f/w was a Linux box (its now a NETGEAR switch) and I saw a scan every five or six weeks. Maybe things have changed since then.
I don't know anything about the IPV6 situation.
With IPv4, they have only 1 or 2 addresses to scan. As I mentioned, I have 2^72 possible IPv6 addresses. Those addresses would take a bit longer to scan, assuming they even knew what IPv6 subnet I have.
