Actually, that was by choice because someone decided there was no need for a syslog daemon.
Wasn't that a side effect of someone deciding the default would be for SDto log as little as possible, and what it does log, it was to keep in transient storage so the log would be cleared each boot?
To be honest, I'm not sure. I seem to recall something about a syslog daemon being superfluous because the journal does it all. Maybe also something about the main target user of openSUSE not needing a syslog?
