Anybody else has seen this, or knows of a bug or bugfix? I just applied a glut of updates from the last couple of months and didn't see anything particularly Plasma or KDE-related, so it's difficult to pinpoint which package might be responsible.

I have seen this, but it wasn't recently -- in fact, I'm not sure whether it was Leap 15.5 or 15.4 (though probably 15.5; I think it happened last September). Furthermore, ISTR that the panel was also intermittent if I booted into an older Leap with KDE, so I really doubt it has anything to do with recent updates. I *think* I may have "fixed" this by reverting to an earlier ~/.config from backup, but I can't find anything specific in my notes, so this is just fallible brain cells talking.
Ok thanks, I'll have to see if it continues to play up from here on. I might need to delete and recreate the panel, and see if that resolves it. gumb
