Well, yes and no. As I understand it and once observed, the snapshot algorithm deletes older snapshots when the disk fills.
If the disk is not big enough (and the size was chosen by yast on initial install, or by reading too old howtos and recommendations), it fills up. It does not react that fast, or assumes a bigger disk. In the forum we got several threads with people with non-working system due to a filled up root. Yes, you can adjust the cleanup.
