WHICH CACHE? If you mean the file content buffers in VM then I agree. If you mean the means by which the vfs caches other things such as the inodes of the directories traversed to get to a file, and the name segments, then no, they get used by other processes on a LRU basis. And by the way, if you read the documentation, all this is tunable.
