Una tarjeta en el bus pci tiene más capacidades. Tiene acceso a los buses del ordenador... y los fabricantes lo aprovechan para ahorrarse el procesador, y usar la CPU principal mediante un driver. Sin el driver adecuado para tu sistema operativo funcionan igual que un paquete de tabaco.
En cambio un modem externo tiene que tener procesador propio, por lo que no necesitan driver, y funcionan siempre.
O casi siempre: los fabricantes siempre encuentran maneras de engañar. Si es barato, no te fies. En general, como ya hemos dicho, el hardware barato en linux tiene más posibilidades de no funcionar.
Otro tema, ya tengo los controladores instalados, ¿cómo sé que me funciona el módem? ¿Dónde lo puedo ver? ¿En yast o en línea de comandos?
Si está realmente instalado, con hwinfo --modem se debería ver. Creo. De todas formas, sin la llave de pago la parte de fax no te va a funcionar, hagas lo que hagas.
