I fear this has to be fixed in the upstream file (can someone please check whether /usr/share/applications/kde4/kbd-layout-viewer.desktop is fine?) and in your translation file (.po).
Normally it is enough to fix it in the upstream file, but since last week I stopped pulling in upstream translations and thus overriding openSUSE translations.
If the upstream file is fine, we (coolo and me and whoever feels inclined) must check our tools.
Today, there was a change of the file but still the Chinese is there.
