IPCHAINS question: SuSEfirewall ver2.6 to open OUTBOUND TCP Port

Hello, I'm using kernel 2.2.16 and S-Firew. 2.6 and I'm wondering how to open the highport TCP 3270 from exactly one static outside host IP to the machines of my inside network. Is this point number 14 in firewall.rc.config (FW_FORWARD_MASQ_TCP) ? And what security problems may arise to me?
