Actually what usually happens is this when you want to allow relaying by ip then you use /etc/mail/access however if you want to allow relaying by domain i.e user@ccc.com shoudl be able to send using your smtp server to anyone just simply create a file in /etc/mail called relay-domains and put in the domain name i.e pico /etc/mail/relay-domains ccc.com do NOT hash this file it is read as is.
