Your system lacks one or more of these files in /usr/share/aclocal: xorg-macros.m4 xorg-server.m4 xorgversion.m4
Make sure you have all required X.org development packages installed. These may be called xorg-dev, xorg-x11-server-sdk and xorg-x11-util-macros, or something similar.

I started searching until I found xorg-build-macros that is an alias to xutils-dev.
It would be helpfull if you could add this dependency to the README, so it would be easier to Debian people to build radeonhd.
This is a purely Deian issue. The SDK packages are named differently on
every distribution, and on Debian they split into more packages than on
other distributions. The (slightly misleading) information of the
configure process comes AFAIK from autoconf macros from some X developer
package, nothing we can change in our driver.
I don't think this should go into the ReadMe, but rather into a subpage
on the wiki (distribution-related information). It's a wiki, feel free
to add it.
