Check your xorg log. You need to have acceleration enabled to use rotation.
My Xorg.0.log says:
(II) RADEONHD: version 1.3.0, built from dist of git branch master, commit 8cbff [...] (**) RADEONHD(0): Option "AccelMethod" "exa" (**) RADEONHD(0): Option "DRI" "true" (**) RADEONHD(0): Selected EXA 2D acceleration.
However, after you've stressed that the acceleration must be enabled I double checked and found the following as well:
(WW) RADEONHD(0): Failed to initalize EXA; disabling acceleration.
So I build the driver from git but that did not help at all. Only the version changed:
(II) RADEONHD: version 1.3.0, built from git branch master, commit 79a0ab2f
I tried disabling Composite but this did not help at all.
