Most likely the latter, i always get the feeling of screen spam. Then again I get the same feeling from the GIMP and KDE with the tips :) I accept that it is a needed item for welcoming new users and I'll just have to stop moaning, is there a "what's new" bit for regular users (I know it is in the release notes) but having a summary would be kind of good? Sorry if it is there, I tend to just go straight for the close button when it pops up without reading it; sods law I'll have missed the winning lottery numbers.
