You are missing a important point: the amount of work needed to do the release is almost not proportional to the "changes" that goes into the release.
What do you mean? The release itself is not that much work. Keeping Factory in a sane state is the time consuming part. And that is also why I don't really understand that "skip a release" talk: the plan is to keep Factory in a good state anyway, right?
