The primary purpose of the membership is to have a well-defined group of voters, so those who don't vote probably should not be members anyway. They can perfectly work on openSUSE without being members. But there is a problem here, also. One may choose not to vote as a way of voting;ie: against all candidates. Besides, while it *may* be a primary purpose, it was not originally or since to my understanding, a *definition* of membership. It was a privilege afforded members.
The simple solution there is to provide an 'abstain' option on votes.
