In all that clumsiness of the subscription process there is a meaning which is not too obvious: testing delivery.
Of course validity of a mail address has to be confirmed once one way or another. Only once though. It doesn't make sense to require that process for every single list again though.
That would require major changes to the architecture of the mailing list manager. The lists are separated entities that don't know of each other.
