Yes, it works for any package.
But what do you mean with "old"? That should not be used for new packages or just that it is old? ;-)
It is a very old mechanism, introduced a couple of years in the past. There were no Supplements at that time, that's why it's done with a Provides. (The same is true for "split-provides", btw.)
Should I use "Provides: locale(festival:es)" or just "Supplements: festival & namespace:language(es)"... that, if there is no black magic hidden, should do the same but putting the metadata also in the RPM package and without a bogus Provides?
You'd have to rewrite the "&" as "packageand()", of course. But it still wouldn't work, as the "namespace:language(es)" isn't magical enough. So please use the Provides for now...
