It may be a good idea to disable "useforbuild" in that to ensure that no package depends on another one in that project ?
Why would that be useful? Either they depend on each other, then you need to have useforbuild enabled to have consistency. Or they don't depend on each other, then it makes no difference.
You would know that you could move any of these packages around without further dependencies.
