If so, what difference does it make to not have the list private? If people would have liked to get around the private mailinglist they could have already. Yet they don't. I think you are debating a non-issue. The reason why e.g. 4.9.0 packages should not appear before the release date is simply that there could be a last minute showstopper. Keeping things private does at least decrease the chance of somebody shipping non-final packages.
