Isn't this the exception to the rule? Most bugs are within KDE apps that do not have opensuse-specific backends, apper is the exception to the rule, as is policykit if it comes to the rules set-up by default.
No of course not. But usually these bugs often require more work to even upstream them. So they often remain mostly untouched and clutter up bugzilla. And it is not only apper, but every *Kit, graphics/Xorg related things, etc. Everything alone is not that much but all together, it easily leads to a growing number of untouched bugs, where you then easily overlook also a simple one, where it is for example clear that it belongs upstream.
