Mike, Wouldn't just logging out and logging back in restart it for you? If that didn't work, then just shut down kdm altogether. Not sure what is causing your problem as I'm running 10.1 also with the updated KDE files and not seeing this.
ctrl-alt-F1 login as root init 3 init 5
Actualy typing rckdm restart will do the trick better. so ctrl-alt-F1 login as root type "rckdm restart"
