It does. In KDE Frameworks5, KDE's custom locale system was dropped in favour of only using the system facilities (i.e. those LC_* variables). This has advantages, like KDE's locale settings fully applying to non-KDE applications too and KDE applications fully respecting other desktops' locale settings. But it also meant dropping KDE's easy and extensive customisation features. This is what caused many complaints (one bug report has been mentioned already)...
