Can this be the cause of the problem?
The simulator code in apt-get is not perfect that is what you see here. But the conclusion is that kdelibs3-cups is integrated in kdelibs3. As apt does not remove any packages without explicit permission from the user it holds back the involved packages. Just remove kdelibs3-cups manually or have it removed by apt and all will be find.... -- Richard Bos Without a home the journey is endless
