Where is "testing ground" mentioned?
It's a testing ground for "secure" patches, whereby secure does hardly ever mean 100% secure in the real world which includes software. It just means that if taking a risk, "secure" is the least you can take. What you are looking for is static which can be found on the DVD yet only if you do not use any update repos as every new patch/package you install will make you test it even if there were tests before. And even those static packages might not be secure and thus not "stable, reliable, unalterable ...". so what you are looking for via the the quote from your Thesaurus does not exist in the real world.
