As far as I can tell, when a package triggers a rebuild for 15.1, 15.2 or TW, all repos for KDE3 get rebuilt. Even 15.0 is still getting update (which is fine as long as nothing breaks).
I have no clue what triggers all the rebuilds, (I know what should get built for the bugs I filed, and yes when kdebase or kdelibs changes, everything in the build order after either of those generally gets rebuilt as well)
I don't who would look into this on the build side??
I suggest you to invite Yasuhiko Kamata belphegor@belbel.or.jp to the mailing list as he is the main man behind this project now. As to rebuilds, they should not be that frequent now since the patches for reproducibility were added by Bernhard Wiedemann. This means all the time stamps etc were removed from the build result, so unchanged pachages are identical after rebuilds.
