To ease this step, esp. in a production environment or within a company, a migration tool is required. For example, I just tried to migrate KMail by copying kmailrc and apps/kmail to the ~/.kde4 path. Mail accounts (POP/Dimap) are copied, but I miss all identities, outbound mail servers and all local mail subfolders.
