Does not work. Once systemd comes to the point of reading 10-caps.conf, it has alread dropped all caps and cannot regain them.
(Ok, this was end of october and I updated to 42.2 only in november and did not check afterwards if this is still needed, so there is a very small possibility that this has been fixed)
This is clearly a bug of packager which doesn't understand how it works.
