If you know source package name (usually it's the same as binary package name, otherwise "rpm -qi <pkgname>" shows it as "Source RPM"), you can use osc bugowner -e <pkgname> to find package bugowner. If you do not have osc installed or set up, OBS web interface can be used but that's less comfortable.
